China AI Data Centers: An Executive Diligence Framework
Assess China AI data centres through usable compute, workload utilisation, power delivery, cooling, network limits and customer service commitments.

Installed accelerator capacity is only one part of an AI data-centre proposition. Ask how much capacity can serve the intended workload after power, cooling, networking, maintenance and scheduling constraints. Separate announced capacity, commissioned equipment and capacity that customers can actually use under a service agreement.
What to evaluate
Capacity
Separate installed, available, contracted and effectively utilised compute.
Energy system
Inspect power availability, efficiency, cooling, backup and expansion constraints.
Operations
Review reliability, scheduling, observability, maintenance, security and incident response.
Demand
Connect cluster design to workloads, customers, pricing and service-level requirements.
Worked evaluation exercise
The following is an illustrative assessment exercise, not a reported customer result.
For an inference workload, request a test with the intended model, request sizes and concurrency. Record response times during normal operation and a maintenance event, together with utilisation and energy measurements at a stated boundary. Ask which costs are excluded from the quoted rate. The IEA's Energy and AI report explains the wider electricity context; it cannot establish the availability or efficiency of the particular facility under review.
Questions for the operating team
- How much capacity is usable for the target workload today?
- Which power or network constraint limits growth?
- How are failures and stranded capacity measured?
Warning signs
- Headline compute capacity with no utilisation.
- Energy claims that omit system boundaries.
- Demand forecasts disconnected from contracts.
Planning the visit
Use these questions to scope an industry-focused China AI program. Agree which records and operating workflows can be examined before confirming meetings; host participation and access require confirmation. Our research method explains how we structure the brief and follow-up.
